Excellent framing of why most community arts discussions miss the mark by skipping over artist experience. The "Validation" dimension is fascianting because it operates so differently than market demand but often gets conflated with it. I worked with a midsize city arts council that discovered their grant processs unintentionally signaled that only certain types of work had value, which pushed experimental artists out entirely. Once they separated validation mechanisms from funding gatekeeping, retention improved noticeably.
